IRT is a specialised broadcast and multimedia technology institute. As a non-profit making company, IRT is dedicated to technical research and development for the benefit of the public. Founded in 1956, it is entirely and jointly owned by the Public Service Broadcasters of Germany, Austria and Switzerland (ARD, ZDF, DRadio, ORF and SRG/SSR). The institute finds innovative and real-world solutions which enhance the quality of radio, television and new media for the benefit of users.
IRT brings into the project its extensive expertise in the area of HbbTV. This includes excellent system and interoperability know-how as well as direct contacts to all major players in the rapidly evolving HbbTV market.A major topic in the HbbTV world and in the TV-RING project is MPEG-DASH – a technology that let users enjoy media content in the best possible quality, depending on the available bandwidth. Thus, in the project, we deal with optimizing DASH encoding profiles for HbbTV for which we are also creating test content. Furthermore the evaluation of the different HbbTV devices available on the market is key to ensure the success of DASH in HbbTV. This is a major step in achieving one of the project main goals – to deliver highest-quality video content directly to the households. In the course of the project, we will also look into the consequence on the production process, on encoding and on processing of high-resolution video material particularly for distribution over the internet.Secondly, a substantial part of our work is the technical foundation for the German Pilot services in TV-RING. We will collect all the related HbbTV know-how providing it to the project partners. We plan to perform lab tests and to create an open test environments for preparing the projects’ applications before they are deployed in the pilots. All this will be supported by IRT ‘s implementation of an online and offline exchange forum for media professionals in Europe that are working on ConnectedTV topics. In addition, we are responsible for facilitating the internal and public communication of projects results. Therefore, workshops and events will be organized and an exchange platform will be provided.
